Recently there are some rumors about a bottleneck in an i5 CPU. Let say there are a computer specs like i5 4690K and Gigabyte GTX 1070, 8GB. Is the bottleneck might be happening in this specs?
Well, it'll depend on the specific titles. If you're playing a pretty CPU intensive title that can utilize more than 4 cores, then there may be some holding back of the GPU.
Generally speaking though, on titles that are fine with 4 cores, a modern i5 + 1070 is a pretty nice pairing for high-end 1080p/1440p gaming.
Monitor your in-game utilization (HWMonitor, MSI AfterBurner etc). If both your CPU & GPU hit more than 90% utilization, you've got a very well balanced rig for the titles you play. If one is hitting 99-100% while the other is much lower (50% for example), then an upgrade may be warranted.
And last but not least, the benchmark. Yes..what benchmarks are you looking at? Reliable?, trusted sources like reviewers etc or "just some guy on Youtube"?
There's no way to truly verify what some people have on Youtube, and I would suggest legit reviewers.

Ryzen 3 1300X vs GT1070
For example, looking at Ryzen3 1300X (where your CPU is stronger on an IPC basis) + 1070 in GTAV High/V.High settings.
Trying to run "max/ultra" puts unnecessary strain on the GPU IMO. Shadows, render distance, MSAA etc do not need to be "maxed" and would net you a much better experience.
